Well since I'm going to be the one editting it I'm going with a PHP one :P

I'm almost thinking of going with mediawiki just because the users probably have only seen/used wikipedia so I want something familiar.  Dunno though

What I'm looking for is a PHP one that along with being easy to use gives me some admin control also.  Namely I'm looking for something that will let me give permissions to edit certain pages.  For example, I don't want the Jr Engineer from some district office being able to register and then change some standards page.
