because you can represent positive and negative numbers without using a sign bit. An extra bit doubles the number of things you cant represent. However better encoding schemes have prevailed (ever had to flip 'em and add one? ;) )

I'm not really sure.  I find it interesting to play with when I have idle moments.

A more important question might be "why hasn't anyone else posted a wiki article for today?"  I need my reading material.
