The guy is a US Marshall, and lives by the shoot on sight rule, sort of. He hunts Fugitives (until reassigned in Ep1) and if you force him to pull his weapon, he'll kill ya.

The main bad guy is Shane from the Shield. It's fucking good guys. Raydon (Marshall) walks around in a black suit with his cowboy hat, in KY. It's fucking perfection.
