Well that's kind of shitty too. You should have root on a DS without question, even managed. Most other hosts do that but they charge fees if you break something and they have to fix it.
Either way, you should be able to FTP a php.ini file to your public_html folder and have it override the server's main php.ini unless they specifically disabled that.
