Unfortuantly I believe you.....  But yellow foreground and black background should NEVER go together.

that site is perfectly primed for a style sheet. 
They could be ship shape and code compliant with just a few hours work.

I too have see worse, my favorite are the ones w/ animated .gifs.  you know, the googly eyes or the mailbox that keeps opening and closing.  we should start a thread to post links to horrible websites. it could be fun.
