Video issues after format

Friend of mine formatted his computer recently. He can play video games and everything fine, but watching videos makes his cpu jump to 100% load. If hes on say, youtube, no problem. I have tried different drivers (old, new, custom, etc), different directX releases, 8 different video players including WMP, Winamp, VLC, and i have ran spyware scans and virus scans from several different programs.

Tried with and without SP2, etc, and i cant isolate the issue. It worked perfectly prior to the format. Nothing has changed....Any ideas?

When you say drivers... are you talking codecs or drivers for the video card?  And is it an onboard video card or add-on?

its not onboard, pretty sure its a 5600 but he may have bought a 6200, i cant remember. And im speaking of card drivers. He had never installed codecs before, but these are just basic avi files so he shouldnt need them.

Yea that would have been like step two for me, but it angers me when i cant find a reason behind the insanity. I'll just blame bill gates and format it.
