Hmm... I just read something that said when you're testing with the sandbox, the credit card you're using must be on file with the sandbox account.  So maybe it's not an issue.

I never set up my cards with the sandbox specifically. I have used the two cards on file with my PP account to test in the sandbox without any issues.
