I'm going to start with the C++ book Charlie mentioned and then move on from there. I figure since I still remember a lot of the basics, it'll be easier to get back into the swing of things.

^^ yup.

If you can shell out for a Pixelbook they now do a sort of container thing. I have a Samsung Pro I've been using lately and other than the keyboard being a bit squished and the numbers in the wrong spot it's actually a pretty cheap little laptop. I'm guessing it'll get the crostini stuff soon though, but for now I have Crouton on it to run a Linux OS. I'm probably going to give to to my parents/brother though and get a Pixelbook since the keyboard has actually started to annoy me (mostly going back and forth between my work Mac).

Can i program on a chromebook

depends on what you're programming.  I've been using https://c9.io for 3 or 4 years now* but am also partial to codeanywhere.com.  Those are great for most web tech.

If you're doing C# and need visual studio or you're doing mac OS/iOS specif dev that needs Xcode, your out of luck on a chrome book.

*cloud 9 was bought by Amazon and new users are forced to use AWS environment which I hate. I have a legacy account w/ their old container system but as soon as they fully deprecate that I'm deleting my account.
